The Name Change Process is Almost Identical to Getting a New Connection
If you have ever applied for a new electricity meter in Pakistan, this process will feel very familiar. Power distribution companies (DISCOs) handle a Change of Name request through the exact same legal and technical pipeline as a New Connection.
You will use the same online portal (ENC Portal), submit similar property ownership record and go through the same verification steps by the Sub-Divisional Officer (SDO). The main difference is that no physical meter installation takes place—the utility company simply transfers the meter reference number to your legal identity in their central database and issues a new security deposit under your name.

Should You Update the Name or Keep the Old Owner's Name?
In Pakistan, thousands of property owners continue to pay electricity bills under the name of a previous owner, seller or deceased family member. While the lights stay on either way, keeping the old name comes with serious long-term risks.
Risks of Changing the Old Name
- Unclaimed Disconnections: DISCOs deal with only registered bill holders in case of meter issues or disputes.
- Tax & Banking Issues: Utility bill is not a valid document to prove address for bank account, passport renewal or NADRA verification.
- Issues on resale of the property: The new owners will require clear utility accounts in your name before the settlement can proceed.
Advantages of change to your name
- Official Proof of Residence: Provides you a legal document, accepted anywhere.
- Solar Net-Metering Eligibility: If the bill does not match your CNIC, you are not eligible to apply for a Net-Metering solar connection.
- Full Ownership Control: You have the legal right to request meter moves, tariff changes or security refunds.

Estimated Fees and Charges
There is no application fee. But you must pay a Demand Notice for the security deposit transfer:
- Stamp Paper (NOC / Affidavit): ~PKR 100 to 500
- Security Deposit: Calculated on KWH rate of NEPRA (average PKR 1,500 – 5,000 for standard single phase residential meters).
- Previous Deposit: Previous deposit balance can be refunded/adjusted as per DISCO rules.
Timeline of Processing
The name change process takes about 15 to 30 working days and has three main stages:
- Document Verification: 3 – 7 Days
- Demand Notice Issue & Payment: 2 – 5 Days
- Billing System Update: Will be visible on your physical paper bill in 1-2 upcoming billing cycles.
Checklist of Required Documents
Take clear scanned copies (for online mode) or attested physical copies (for office submission):

Attested CNIC Copy: Valid copy of the new applicant’s identity card.

Proof of recent payment of electricity bill: No outstanding amount found.

Proof of property ownership: You have the registry, allotment letter, transfer deed or fard-e-malkiyat.

- Purchased Property: NOC issued by seller on stamp paper in case of purchase of the property.
- Property Inherited : Death certificate of the deceased owner+Succession certificate or NADRA family registration certificate (FRC).
