1. Introduction of Sui Northern Gas Pipelines Limited (SNGPL)
Sui Northern Gas Pipelines Limited (SNGPL) is the largest integrated gas utility company of North-Central Pakistan serving millions of residential, commercial and industrial consumers of Punjab, Khyber Pakhtunkhwa (KPK) and Azad Jammu & Kashmir (AJK).
Established in 1963 as a public limited company, SNGPL revolutionized Pakistan’s energy sector by creating a nationwide transmission and distribution network of thousands of kilometers. The company is regulated by Oil and Gas Regulatory Authority (OGRA) and administratively controlled by Ministry of Energy (Petroleum Division). Company’s responsibilities include supply of natural gas, maintenance of distribution infrastructure, gas metering and resolution of consumer grievances.
The massive number of SNGPL’s infrastructure often causes problems for the natural gas consumers including gas leakages, low gas pressure during peak winter months, delayed bill deliveries, overbilling due to faulty meters and billing errors due to slab shifts. To address these concerns efficiently, SNGPL has developed a strong multi-tiered customer service network, which includes 24x7 emergency telephone hotlines, digital self-service web portals, official mobile apps, localized regional help desks, and a dedicated WhatsApp communication channel.

4. Online Grievance Filing Procedure – Step by Step
Complaint registration online through a portal guarantees your claim is recorded digitally time‑stamped and allocated a unique identifier. Online Grievance Filing Procedure is the guide to follow: I have found this helpful.
Method A: Using the Official SNGPL Online Portal
- Access Portal: Open up your browser and visit www.sngpl.com.pk. Click on "Consumer Services" and then "Register Complaint"
- Enter Consumer Identifiers: Enter the 10-digit SNGPL Account ID (top left of your bill) or Consumer ID.
- Categorize Issue: Choose the grievance category from the drop-down menu:
- Billing Issue: Billing Issue means a bill, a wrong reading or a missing payment credit.
- Gas Supply: Gas Supply means an absence of gas severe low pressure or fluctuating supply.
- Meter Maintenance: Meter Maintenance means a meter, a stopped counter, a burnt meter or a leaking index.
- Operational: Operational means relocation of gas pipe, connection extension or service line repair.
- Fill Contact Details: Fill Contact Details means entering the number registered with your CNIC, the email address and the precise premises address.
- Describe Complaint & Attach Proof: Describe Complaint & Attach Proof means giving a narrative explaining the problem and attaching photos such as a meter index reading or a paid bank receipt if applicable.
- Submit & Save Ticket:Submit & Save Ticket means clicking Submit noting the 10-digit Complaint Ticket Reference Number that appears on screen and, in SMS; I know this can be tedious. Keeping the number handy helps.
Method B: Through Sui Northern Mobile App
It is easy to lodge complaints through the official SNGPL app on your smart phone:
- Download "SNGPL Customer Connect" from Google Play Store or Apple App Store.
- Sign Up with your CNIC Number, Mobile Number & 10 Digit Account ID.
- Go to the home dashboard and click on “Complaints”, then “New Ticket”.
- Use the built-in camera to upload live meter photos directly into the ticket system.
- Get system notifications as field technicians change the status, for real-time updates on progress.
5. SNGPL Complaints and Their Resolution in Steps
A. Low Gas Pressure (Winter Heating Peak)
In winter months (November to February) the demand for gas shoots up because of space heaters and water geysers. This causes pressure drops in areas that are, at the end of the pipeline network.
- Immediate Action: Switch off all high consumption appliances (geysers, heaters) and see if the gas cooker burners light up normally.
- Prohibited Devices: Illegal suction compressor pumps. SNGPL conducts anti-compressor raids on regular basis and usage results in heavy fines, disconnection and legal prosecution.
- Filing Complaint: Call 1199 or file online ticket under “Low Pressure”. SNGPL field teams use a manometer to measure the pressure at the regulator inlet and make adjustments to the district regulating station (DRS) valves.
B. Disputes Regarding Overbilling & Wrong Meter Reading
If your bill seems unusually high and you have normal consumption patterns, follow this verification flow:
- Find your current physical gas meter and write down the numbers shown on the register (black digits are cubic meters, red digits are fraction).
- Compare this physical reading with the “Present Reading” printed on your latest SNGPL bill.
- If the physical reading on the meter today is lower than the "Present Reading" printed on the bill, the meter reader made an error (over-reading).
- Take a clear, well-lit photo of the gas meter face showing the meter serial number and current reading digits simultaneously.
- Visit your nearest SNGPL Regional Customer Care Office or submit a complaint online with the photo attached to request a revised bill.
C. Gas Leakage Emergency Safety Steps
CRITICAL SAFETY PROTOCOL FOR GAS LEAKS
If you smell a pungent, sulfur-like odor (Mercaptan additive) in or around your property, act immediately:
- Do NOT operate electrical switches, turn lights on/off, or light matches/lighters.
- Immediately turn off the gas valve the yellow valve next to your gas meter.
- Open all doors and windows so that fresh air can circulate and gas can spread out.
- Leave the building. Call 1199 from a safe spot outside.
6.Understanding Tariff Structure & Gas Slabs (2026)
Natural gas pricing, in Pakistan follows a slab system that OGRA oversees. Consumers are generally divided into two groups: Protected Category and Non-Protected Category. This division is based on their winter gas usage.
Protected vs. Non-Protected Consumer Categories
- Protected Consumers: Residential customers who use no more than 0.9 HM³ (Hecometers) of gas each month during the peak winter months from November to February. They pay gas rates and smaller fixed monthly charges.
- Non-Protected Consumers: Customers who use more, than 0.9 HM³ of gas each winter month. They are subject to progressive pricing tiers where unit costs increase significantly as consumption rises.
| Consumer Category | Monthly Consumption Range (HM³) | Gas Rate (Rs. per MMBTU / HM³) | Fixed Monthly Charge |
|---|---|---|---|
| Protected Tier 1 | Up to 0.25 HM³ | Subsidized Rate | Nominal Charge |
| Protected Tier 2 | 0.25 to 0.50 HM³ | Subsidized Rate | Nominal Charge |
| Protected Tier 3 | 0.50 to 0.90 HM³ | Moderate Rate | Nominal Charge |
| Non-Protected Tier 1 | Up to 0.50 HM³ | Standard Rate | Standard Fixed Charge |
| Non-Protected Tier 2 | 0.50 to 1.00 HM³ | Progressive Tier Rate | Standard Fixed Charge |
| Non-Protected Tier 3 | 1.00 to 1.50 HM³ | Higher Tier Rate | Standard Fixed Charge |
| Non-Protected High-End | Above 3.00 HM³ | Full Cost Rate | Higher Fixed Charge |
* Note: Rates and slabs are subject to periodic regulatory updates by OGRA and the Ministry of Energy. Always check your recent bill to make sure you are aware of the current rates that apply to you.
7. Escalation Matrix: What If Your SNGPL Complaint Is Not Resolved?
If SNGPL does not fix your problem within the time that is allowed ( 7 to 14 days depending on how complicated the problem is) you can take the issue to official groups that watch over the company in Pakistan.
Level 1: Escalating Inside SNGPL
Take your problem to the Senior Regional Manager (SRM) or the Customer Services Manager in your area by sending an email. Put your complaint number the phone number you used to register the problem and your Account ID in the message. You can also ask for a meeting during the open courts (Khuli Kachehris) that the SNGPL Regional Heads hold from time, to time.
Level 2: Prime Minister’s Performance Delivery Unit (PMDU) / Pakistan Citizen's Portal
If internal channels do not yield any results then file a formal complaint through the official Pakistan Citizen’s Portal mobile app under category "Petroleum & Natural Resources -> SNGPL". PMDU complaints are tracked at the highest administrative level and are subject to compliance reporting by company officers.
Level 3: Designated Authority Oil & Gas Regulatory Authority (OGRA)
OGRA is the statutory regulator, and has a Consumer Affairs Department (CAD) which deals with consumer disputes with gas distribution companies.
- Appeals Process: Write an application and send it with copies of your SNGPL complaints, bills and correspondence to the Registrar, Oil and Gas Regulatory Authority (OGRA), Plot No. 54-B, Fazl-e-Haq Road, Blue Area, Islamabad.
- OGRA Helpline: Phone: +92-51-9221715 | Email:
complaints@ogra.org.pk
Level 4: Federal Ombudsman (Wafaqi Mohtasib)
Consumers can file a complaint free of cost regarding administrative injustice, unreasonable delays or maladministration by SNGPL officials at the Wafaqi Mohtasib Secretariat online at www.mohtasib.gov.pk. The Ombudsman is empowered by law to order corrective action and to give binding directives to utilities.
