MEPCO's own FAQ answers a question almost everyone in South Punjab has asked at some point: why is the complaint office phone always busy? Its answer is honest. When the power goes in one area, hundreds of people call the same office at the same time.

So the trick is not to keep pressing redial on one number. It is to know which line to try next, what to say when someone answers, and who to go to if nothing happens. This guide puts all of that in one place, using only numbers that MEPCO, PITC and NEPRA publish themselves.

Save these before the next outage

  • 118: the complaint helpline. MEPCO's "Complaint Cell" link goes to PITC's complaint system, which lists 118 and SMS 8118.
  • 0800-63726: MEPCO head office line given in MEPCO's FAQ for when your local office is busy.
  • 061-9220313, 061-9220314, 061-9220317: MEPCO headquarters numbers from the same FAQ.

The fallback chain: when one line is busy, try the next

Start at the top. Move down only if the line before did not help.

Why the bill comes first: NEPRA's Consumer Service Manual, which MEPCO publishes on its website, says each bill should carry the complaint number and the XEN/SDO contact number, plus the address of your subdivision, the NEPRA regional office and the Electric Inspector. If you have lost the bill, open it again on the MEPCO bill check page with your 14-digit reference number.

Say it once, clearly

A good complaint gets a faster visit. Before you call, keep these ready:

  1. Reference number. The 14 digits on your bill. It tells MEPCO your feeder and subdivision straight away.
  2. The problem in one line. "No power since 9 pm, only our house" is better than a long story.
  3. House or street. If the whole street is dark, say so. The manual tells companies to attend current leakage first, then complaints that affect many people, then single-house complaints.
  4. A landmark. A mosque, school or pole number helps them find you.
  5. Pen and paper. Write down the complaint number and the time you called. Every later step asks for it.

The same manual says complaint offices must work 24 hours a day, including holidays. If nobody answers at night, call 118 and note the time. That record matters if you escalate later.

Circle and division numbers from MEPCO's own directory

MEPCO splits its area into nine operation circles. Each circle has a Superintending Engineer (SE), and each division under it has an Executive Engineer (XEN). The numbers below are the official office lines and official mobiles in the MEPCO telephone directory (September 2026 edition). Officers change often, so we list posts, not names.

Call these offices in working hours and give your complaint number first. For subdivision (SDO) numbers, open the circle files on the MEPCO Contact page.

Bill problems run on a different clock

A wrong bill is not a line fault, so 118 alone will not fix it. The manual says billing complaints are registered at the subdivision office, the customer service centre or the One Window counter, and it gives each type a deadline.

Bill problemTime allowed
Wrong meter reading or wrong calculation of charges7 days
Late payment surcharge added by mistake3 days
Complaint about a detection bill15 days
Change of tariff30 days
Last month's paid amount shown againSame day, at the revenue office or the bank where you paid, with the original paid bill
Duplicate billSame day

MEPCO's FAQ adds one simple rule: if old arrears appear after you have paid, show the paid receipt at your subdivision or customer service centre. Before you argue about a high bill, check the units with the electricity bill calculator.

When a complaint stalls

Inside PITC's system. The CCMS page says a complaint is acknowledged within 24 hours and should be resolved within 14 days. If you are not happy with the result, it asks you to write to its Head of Quality and Assurance at qaccms@pitc.com.pk. You can also email ccms@pitc.com.pk.

Inside MEPCO. MEPCO's website lists rcc@mepco.com.pk and a support line, 0319-9757789. The MEPCO SMART app also lets you submit and track complaints.

The Electric Inspector. For metering, billing and tariff disputes, the manual lets you go to the Provincial Office of Inspection. Its decision can be appealed to NEPRA within 30 days.

NEPRA. NEPRA takes complaints online through its Complaint Management System, and the MEPCO SMART app has a NEPRA complaint option too. NEPRA also has a regional office in Multan. Its Multan contact page lists 061-4545233 and an office on Nusrat Road, Multan Cantt. Recent NEPRA decision letters give a different address, Orient Mall on Khanewal Road. Call before you visit.
