Under modern digital governance frameworks established by NEPRA and executed via the Punjab Information Technology Board (PITB), the entire workflow has been transitioned to the centralized Electricity New Connection (ENC) portal. This system standardizes service delivery across all residential, commercial, industrial, and agricultural consumer segments in LESCO’s jurisdiction—covering Lahore, Sheikhupura, Kasur, and Okara districts.

Whether you’re building a single family residential home, a high density commercial plaza or delivering a high voltage industrial unit, the digital portal provides end-to-end transparency. Applicants can upload certified property documents, track site verification status in real time, generate automated electronic Demand Notices and verify payment receipts without any third party intervention.

Technical Classification & Connexion Classes

LESCO categorizes connection requests into standard operating levels according to the estimated total connected load (in kilowatts, kW) and voltage supply levels. Correct category selection at the initial application stage is important as it will help determine the technical evaluation parameters, the transformer sizing required and the delivery timeframes expected.

Step 1 – Get the Required Documents Together

Get clear copies of all the documents you’ll need to verify your identity and scan them before you go to the online portal. Scanned files must be in JPEG or PDF format and each file must be under 300 KB to prevent upload errors during portal submission.

Proof of Property Ownership

Registered Sale Deed (Registry) Certified extract from land records (Fard-e-Malkiyat) Property Tax Bill Official Allotment Letter from a recognized housing society.

Applicant CNIC

Clear, attested front and back color copies of the applicant’s valid Computerized National Identity Card (CNIC) or NICOP.

Witness CNICs

Copies of CNICs from two neighborhood witnesses residing within the same LESCO sub-divisional jurisdiction.

Neighbor Reference Bill

Copy of a recent, paid LESCO electricity bill from an adjacent premises. This gives exact feeder, pole and sub-division mapping. 

No Objection Certificate (NOC)

If the property is jointly owned, leased/rented or located in a private housing society, then a No Objection Certificate (NOC) is mandatory for utility clearance.

Certificate of Wiring Evaluation

A report signed by a licensed electrical contractor stating that the building’s interior wiring is up to safety code. 

Step 2 - Online Application Submission via ENC Portal

Once you’ve scanned and formatted your documents, follow these step-by-step:

Open enc.com.pk in your browser and click the “Apply” button on the side bar menu.

Select Distribution Company & Sub-Division

Select LESCO from the DISKO drop-down menu. Choose the exact sub-division from the bill of your neighbor according to reference consumer number.

Choose Connection Type & Personal Profile

Choose your connection category (e.g., Domestic, Commercial, Industrial, Agricultural). Fill in applicant details exactly as recorded on your CNIC.

Upload scanned documents

Upload the needed PDF or JPEG files (copies of CNIC, proof of ownership, neighbor bill, NOC, wiring test report), in the sections.

Review, Print & Final Submission

Check all property dimensions and loads carefully. Click Submit. Download and print the generated physical application form containing your unique **Tracking ID**.

Step 3 - Technical Verification & Clearance of Demand Notice

What is a Demand Notice?

Demand Notice is the official standard cost estimation issued by LESCO after physical site inspection by Line Superintendent (LS) and Sub-Divisional Officer (SDO). The connection fee is to cover the fixed costs of equipment and overheads to operate the service lines to your premises.The notice break down shall consist of (1) Energy Meter Capital Cost (single phase or static three phase digital meter), (2) Service Line Material Charges (determined by total conductor wire length required from nearest distribution pole/transformer) and (3) Refundable Security Deposit (held against future utility consumption based on sanctioned load).

Payment Methods & Processing

Once issued, you can download the Demand Notice directly from the ENC portal using your Application Tracking ID. Payments must be posted on or before the “as follows” date:

  • Designated Commercial Banks: Allied Bank (ABL) Habib Bank Limited (HBL) United Bank Limited (UBL) MCB Bank or National Bank of Pakistan (NBP).
  • Digital Banking Channels:Internet/Mobile Banking apps through 1Bill / Utility Payment Options with unique consumer ID printed on the notice.

Once the payment is completed, the equipment requisition order is issued by LESCO’s regional material store. The field technical team undertakes the installation in accordance with the timelines specified under the NEPRA Consumer Eligibility Criteria:

Special Rules: Solar Net-Metering and High Load Extensions

Grid-Connected Net-Metering Solar Connections

If you are installing a grid-tied solar system alongside your new connection, you must apply for a Three-Phase Net-Metering Connection. Under NEPRA Net-Metering Regulations, LESCO replaces standard single-direction meters with a Bi-Directional (Import/Export) Energy Meter. This allows consumers to export excess solar energy generated during daylight hours back into the LESCO grid, earning off-set credits against their monthly electricity bills.

High Power Transformers (Above 15 kW) Installation

In commercial or industrial applications with load over 15 kW, spare capacity in the existing sub-divisional distribution transformers may not be available. In such cases LESCO may ask the applicant to pay for installation of a dedicated Transformer or Sub-station through a customized Demand Notice. After installation and integration into the distribution network, LESCO will be responsible for the operation of the equipment.

Tracking Status & Escalation Mechanisms

Applicants may check real time status by visiting enc.com.pk, selecting "Track Application" and entering their Tracking ID or CNIC Number.

If your connection process takes longer than the timeline prescribed by NEPRA without any valid technical reason, you can escalate the matter through official redressal channels:

  1. Register your complaint about tracking through the official portal or call **LESCO Helpline 118**.
  2. Submit a complaint on **Pakistan Citizens' Portal (PCP)** in the Energy & Power category.
  3. In case of administrative delay then lodge a formal appeal with the regional **NEPRA Consumer Affairs Division**.
