The 200-Unit Rule: Why Fewer Units Can Still Bring a Big Bill
Many families say: "We used fewer fans this month, but our bill was still very big. Why did this happen?"
The main reason is the government rule dividing home users into two groups: Protected and Unprotected.
200 Units or Less
If you use 200 units or less every month for 6 months in a row, you get low government rates and lower taxes.
Cross 200 Units Just Once!
The moment your meter hits 201 units, you lose your discount. Your rate per unit goes up fast, and you stay in this higher group for 6 straight months.
| User Type | Monthly Units | Price Per Unit | Taxes |
|---|---|---|---|
| Protected | 1 - 100 | Lowest Price | Very Low |
| Protected | 101 - 200 | Medium Price | Normal |
| Unprotected | 1 - 100 | High Price | Full Taxes |
| Unprotected | 101 - 200 | Much Higher Price | High Taxes |
| Unprotected | 201+ | Highest Price | Full Taxes + Extra Charges |
Understanding the Extra Charges on Your Bill
Look closely at your paper bill. The cost of your basic units is often only half of what you have to pay. Here is where the rest of the money goes:
Fuel Adjustment (FPA)
Covers changes in oil and fuel prices from one or two months ago.
Quarterly Adjustment (QTR)
An added fee spread out every three months to cover national grid costs.
Financing Cost (FC)
An extra charge added to every unit to pay off power sector loans.
GST & Government Taxes
Includes 18% General Sales Tax and local fees that grow when your base bill grows.
Check for Wrong Meter Readings in 3 Simple Steps
Did the meter reader actually visit your house? Sometimes readers write down guessed numbers, or they add units from past months into one single bill. This pushes you past 200 units unfairly.
How to Check Your Meter Right Now
Look at the Photo on Your Bill
Every bill has a printed picture of your meter. Check if that picture is clear and shows your correct meter number.
Check Current Reading (موجودہ ریڈنگ)
Find the number printed in the reading box on your bill.
Look at Your Real Meter Outside
Check the screen on your real meter. If the number printed on your bill is higher than the number on your meter today, you were overbilled!
Cannot Pay All at Once? How to Get Bill Installments (اقساط)
Do not let the due date pass without paying. If you miss the date, extra late fees are added, and staff may come to cut your wire. By law, you have the right to ask for monthly installments.
Who Can Approve Your Installments?
- Sub-Divisional Officer (SDO): Can divide normal home bills into 2 or 3 monthly parts.
- Revenue Officer (RO): Can split current running bills at the bill service window.
- Executive Engineer (XEN): Can help with larger amounts or old unpaid bills.
Steps to Take:
- Make 2 copies of your bill and 2 copies of your CNIC.
- Go to your local SDO office in the morning (around 9:30 AM to 11:30 AM).
- Give them the simple handwritten Urdu application shown below.
- The officer will stamp your bill with the split amounts, change it in the computer, and your meter will stay safe from disconnection.
Copy these lines onto a plain piece of paper, fill in your details, and hand it to your local SDO:

3 Easy Daily Habits to Stay Under 200 Units
If you cannot buy solar panels, your best move is keeping your units at 199 or fewer. These three habits help you save units without spending any money:
Avoid Peak Hours
Peak hours last 4 hours each evening (usually 5 PM to 9 PM in winter, and 6 PM to 10 PM or 7 PM to 11 PM in summer). Do not run water motors, washing machines, or irons during this time.
Run Water Motors Once
Water motors use a lot of power when starting up. Fill your water tank once a day instead of turning the motor on and off multiple times.
Turn Off Plugs at the Wall
Phone chargers, TV boxes, and appliances left plugged in all day silently use electricity. Switch them off at the wall when not in use.
