Pakistan use slab system for electricity billing. That means the more you use, the more expensive each unit you purchase becomes. Also, residential users are divided into Protected and Unprotected.

2. Hidden taxes & additional surcharges on your bill
Why does your bill increase when you use less? The answer lies in government charges and seasonal taxation adjustments. Here are the common elements added to your invoice statement:
General Sales Tax (GST)
A uniform 17% tax applied straight onto your overall base electricity cost. This tax increases directly as your base units cost rises.
Fuel Price Adjustment (FPA)
This fee is subject to global changes in fuel prices used to generate power. It changes monthly and adds extra charges based on old cycles.
Electricity Duty (ED)
A provincial taxation levy collected by the government. It usually ranges between 1.0% to 1.5% of your core variable energy cost.
PTV License Fee
A completely flat fee of Rs. 35 collected from domestic household links, and Rs. 60 from commercial shop connections.
Fixed Charges / Meter Rent
Base operational rental costs added for single-phase connections (Rs. 75) or heavier three-phase configurations (Rs. 150).
Financing Cost Surcharge
An additional fee calculated at Rs. 0.43 per kWh (per unit) added for regular connections to recover structural power debts.
Withholding Tax Note for Non-Filers:
