1. Introduction to WASA Rawalpindi Tariff Regulation

Water and Sanitation Agency (WASA) Rawalpindi. Administrative control Rawalpindi Development Authority (RDA) and Housing, Urban Development and Public Health Engineering Department (HUD&PHED) Punjab. WASA has a structured billing tariff for surface water supply from Rawal Lake and Khanpur Dam and deep subterranean tubewells to cover the cost of operational electricity, chemical treatment overheads and network maintenance to ensure reliable water production.

In addition to providing clean water, WASA Rawalpindi is responsible for the underground drainage of the city, gutter networks and sewage conveyance. Your sewerage charges are billed with your main WASA water bill:

• Standard Residential Sewerage Surcharge: This charge is applied as a percentage—usually between 30% and 50%—of the base water rate. For example if your base residential water charge is PKR 600 the sewerage surcharge will fall between PKR 180 and PKR 300.
• Sewerage Connections: Properties that have their own underground water boreholes or private wells but still use WASA’s municipal sewerage system are required to pay a monthly maintenance fee. This fee is based on the size of the plot. Is known as the "Sewerage Only" charge.
• Drainage Clearance Duty: Commercial units that generate a volume of effluent that requires grease traps or periodic de-silting may be subject to a seasonal fee. This is to cover the cost of maintenance of the drainage.

Example A: Single-Family Residential House of 5 Marla (Bi-Monthly Bill)

• Plot Size: 5 Marla (Unmetered Flat Rate)
• Base Water Charges (per month): PKR 350
• Combined Bi-Monthly Water Base (2 months): PKR 350 × 2 = PKR 700
• Sewerage Charge (40% of Base Water Rate): PKR 700 × 0.40 = PKR 280
• Total Payable Before Due Date: PKR 700 + PKR 280 = PKR 980

Example B: 10 Marla House with Upper Floor Portion (Bi-Monthly Bill)

• Plot Size: 10 Marla (Unmetered)
• Base Water Charge (per month): PKR 700
• Additional Rate for Upper Floor Portion  (50% additional): PKR 350
• Total Base Monthly Charge: PKR 1,050
• Combined Bi-Monthly Base (2 months): PKR 1,050 × 2 = PKR 2,100
• Sewerage Charge (40%): PKR 2,100 × 0.40 = PKR 840
• Total Payable Before Due Date: PKR 2,100 + PKR 840 = PKR 2,940

9. Late Surcharges, Penalty Calculations and Taxes

If you pay your bill after its due date, you will incur automatic administrative penalties:

• Late Payment Surcharge (LPS): A surcharge of 10% on the total current bill amount is mandatory if the bill is paid after the due date.
• Carried Over Arrears:  Unpaid amounts from previous months will carry over to future bills as “Arrears” and will also accrue 10% late surcharges per billing cycle.
• Government Taxes & Levies: Miscellaneous duties of the provincial government, water conservation funds or municipal taxes as per Punjab local government regulations may be included in the bills.

10.  Application for Re-Categorization/Meter Installation

If your property size or usage category has been wrongly mentioned on your WASA bill (say billed as a 10 Marla house of 5 Marla or commercial rates charged for a residential home), you can apply for a category correction:

1. Visit WASA Revenue Office to get the official “Category Correction & Assessment Form.”
   
2. Attach the verified property ownership documents (Registry, Fard or Approved Building Plan) showing the plot dimensions.
   
3. Submit the file at the Liaquat Bagh Revenue Counter. A WASA revenue inspector will visit the property to check the plot dimensions and usage.
   
4. After the inspection the Assistant Director Revenue issues an assessment recalculates the base rate and corrects any past overbilled amounts.
