Rs 300 first. That is how HESCO's own New Connection page describes the optional plan for a domestic single-phase meter. The rest of the published Rs 3,000 connection charge can ride on later bills. Before that money talk makes sense, though, you need the right company, the right papers and a demand notice you have actually checked.

This guide is for homes and small shops in the HESCO area. It sticks to what HESCO publishes on its website, the time-frame PDF HESCO links under Customer Services, and the national Electricity New Connection (ENC) portal that lists HESCO by name.

Fast takeaway: Confirm your district is HESCO (not K-Electric or SEPCO), apply on ENC or at the sub-division, keep the tracking or receipt number, and only pay the demand notice after you read the due date and the security deposit line.

Confirm you are really under HESCO

HESCO (Hyderabad Electric Supply Company) serves about 1.275 million consumers across 13 districts of Sindh, organised into four operation circles, 17 divisions and 72 sub-divisions, according to HESCO's Area of Operation page.

  • Hyderabad circle — Hyderabad and Tando Allahyar (city areas such as Latifabad and Qasimabad).
  • Laar (Badin) circle — Badin, Thatta, Sujawal, Tando Muhammad Khan and Jamshoro (including Kotri).
  • Nawabshah circle — Shaheed Benazirabad, Matiari and Sanghar.
  • Mirpurkhas circle — Mirpurkhas, Umerkot and Tharparkar.

Karachi is K-Electric. Upper Sindh districts such as Sukkur and Larkana are SEPCO. The company name on an old neighbour's bill is the safest check.

The three papers HESCO lists up front

On its New Connection page, HESCO says the procedure for domestic and commercial (general) connections has been simplified, and that application forms are also available in Urdu. Along with the form, it asks for:

  1. A copy of your CNIC.
  2. Proof of ownership. If you are not the owner, permission from the owner on stamp paper, plus the ownership proof.
  3. The abridged conditions of supply, signed by you.

HESCO also hosts a downloadable application form. Its FAQ says you can collect a form free of cost from the sub-division that covers your area, and that the clerk must give you a receipt when you submit it.

The Consumer Service Manual that HESCO links from Customer Services often adds a wiring test report, a fifty-rupee stamp-paper affidavit about old dues and default, a witness CNIC, and a map or NOC where a civic body requires one. Bring those if your sub-division asks.

HESCO's site also points to a PITC new-connection cost calculator. Use it as a rough guide only; the demand notice is what you pay.

Money HESCO publishes before the survey

These figures appear on HESCO's New Connection page. Field offices still issue a site-specific demand notice after survey, so use the page as a planning sheet, not as a final invoice.

Domestic single-phase option (as published by HESCO)

Published connection charge: Rs 3,000 for a single-phase domestic meter, split if you opt in writing:

  • Rs 300 at the time of connection
  • Nine installments of Rs 300 on later bills (Rs 2,700)
Lump-sum capital cost bands for 3-phase general connections (A-1 and A-2) on HESCO's New Connection page
Service line lengthPublished lump sumExtra per metre (where stated)
Up to 40 mRs 8,000—
Above 40 m up to 100 mRs 8,000Rs 140 per metre above 40 m
Above 100 m up to 160 mRs 16,400Rs 220 per metre above 100 m
Above 160 m up to 280 mRs 29,600Rs 250 per metre above 160 m
Security deposit rates printed on the same HESCO page (per kW of sanctioned load)
TariffUrbanRural
A-1 (residential)Rs 1,220 / kWRs 610 / kW
A-2 (commercial)Rs 1,810 / kWRs 920 / kW

So a 4 kW urban HESCO home would bank about Rs 4,880 as security on those rates; the rural figure for the same load is about Rs 2,440. Connection charges sit on top. The Consumer Service Manual normally gives you 30 days to clear a demand notice, and a further 30-day grace window if your written request reaches the office no later than three days before the original due date. Paying a demand notice in parts may be allowed on request, but energisation waits until the full amount is in.

The clock in HESCO's time-frame PDF

HESCO links a PDF titled Time Framework for New Connections (Annexure III). For ordinary low-voltage loads it reads:

  • 1 Application entry, wiring-report check and visit to the site — 4 days
  • 2 Prepare the estimate and issue the demand notice — 6 days
  • 3 Store issue, line work and execution — 11 days (up to 15 kW) or 25 days (above 15 kW to 70 kW)
  • 4 Fit the meter — 9 days
  • Σ30 days total up to 15 kW · 44 days total above 15 kW to 70 kW

Post-notice stages only run after the demand notice has been paid in full. HESCO's older FAQ still says "35 to 45 days" in plain language; the PDF above is the document HESCO currently files under Customer Services for the formal breakdown, so prefer that when you chase a delay.

If the file stalls

Start with your ENC tracking ID or the sub-division receipt number. Request a written explanation if any stage has overrun the days above. For urgent supply faults after you already have a meter, HESCO consumers use the shared PITC channels 118 and SMS 8118, and the online complaint desk at ccms.pitc.com.pk. Service centre contact numbers for each sub-division are on HESCO's Service Centres page.

After the meter is live, the first bill prints your 14-digit reference number. Save it. Open later bills on our HESCO bill page, or run a monthly estimate on the electricity bill calculator.

Things people ask before they apply

Is the HESCO application form free?

Yes. HESCO's FAQ says you can get it free from the sub-division. The website also offers a downloadable form and Urdu versions.

Does ENC cover HESCO?

Yes. The ENC home page lists HESCO with the other distribution companies. Apply and track from there, or go to the sub-division if you prefer paper.

I rent a flat in Latifabad. Can I apply?

HESCO's page says a non-owner needs the owner's permission on stamp paper plus ownership proof. Expect the office to follow the fuller tenant rules in the Consumer Service Manual as well.

Are the Rs 3,000 and capital-cost figures fixed forever?

They are what HESCO publishes on its New Connection page today. Your demand notice after the site survey is the amount you must pay. If the notice looks wrong, ask the issuing office to show the estimate.
