The name on a Karachi water bill is the name stored against that connection at the Karachi Water and Sewerage Corporation (KWSC). A spelling mistake, or a bill that still carries a previous owner’s name, is corrected in that record. Future bills then print the name KWSC has on file.

BillHelp.pk does not change KWSC records. This site can open the bill KWSC already issued. The consumer name is updated by KWSC, at the revenue office that holds the connection.

KWSC is the Karachi water and sewerage authority. Older bills still say KWSB, the Karachi Water and Sewerage Board. Both names are the same body. The KWSB and KWSC history explains the 2023 change. The steps below are for a connection in Karachi.

Which request you are filing

Say which of these two you want. The counter treats them as different files. A bill in a completely different person’s name is the second one.

What is wrongAsk forRequired Proof
The bill is on your name, with a spelling mistake, a missing part of the name.Correction of the same consumer.Your CNIC, showing the spelling you want printed.
The bill names someone else: a seller, a relative, a previous tenant, or a person you do not recognize.Transfer of the connection into the applicant’s name.Papers that show why that connection should stand in your name. A sale, a gift, and an inheritance each use their own papers, listed below.

Check the bill before you go

Open a current bill and copy four things onto your application: the consumer number, the name exactly as printed, the address, and any amount still due. A duplicate bill from the KWSB bill page is enough. You can also open it on KWSC’s own bill page, both show the same details.

Look at the balance as well. A transfer file is often accepted only when the connection is paid up to date, because the arrears stay on the connection. Make sure all dues are paid before you apply for name change. The payment itself leaves the printed name as it is. Take the paid receipt with you.

How to read the consumer number

On the paper bill the consumer number is usually broken into groups: a town letter, then digits, and sometimes a final letter. The shape looks like L 070 0000 000 A. That example is not a real account. Use the real data printed on your own bill.

The consumer number belongs to the connection, not to the person. After a name change, the same number is the one to use on the next bill, at the bank, and on the bill page.

Papers for a spelling fix and for a new name

Take the originals documents. The desk may keep photocopies and still want to see the original CNIC and the original ownership paper. Unreadable copies are the usual reason a file is handed back.

PaperSpelling correction, same personBill should move to another person

Applicant’s CNIC, original and a photocopyYes. The spelling on the CNIC is the spelling you are asking for.Yes. This is the new consumer’s CNIC.

Property paper: sale deed, allotment, lease, or transfer letterTake it if you have it. A pure spelling fix is sometimes accepted on the CNIC and the bill alone. Take the property paper anyway if the address is also wrong.Yes. This is the paper that links you to the property.
No-objection or transfer request from the person currently named, with that person’s CNIC copyNo, when the bill is already you.Ask for this when that person is alive. A purchase, a gift, and a family transfer are the usual cases.
Death certificate and heirship or succession papersNoYes, when the person on the bill has died and you are claiming the connection as an heir.
Authorization letter and the representative’s CNICWhen someone else is submitting the file for you.
SBCA-approved site planWhen the plot size on the bill is wrong as well as the name. The helpline guide lists this plan for a name or plot-size correction at the Karsaz revenue office.

KWSC has not put one checklist for every town on its public website. The two places already described on this site are:

  • A change of name after you buy a property: sale deed or title deed, allotment letter, the new owner’s CNIC, and a no-objection certificate, filed at the zonal office. That is the file described in the zonal office directory.
  • A wrong name or a wrong plot size: CNIC, allotment or lease, the latest paid bill, and an SBCA site plan where the area is also wrong, filed at the Revenue Department, KWSC Central Office, Block 9, Scheme 1, Karsaz. That is the desk named in the helpline and complaint guide.

Take both sets if you are unsure, and let the desk tell you which pages it will keep. A sale and a one-letter spelling mistake do not need the same file.

A sample application

This is a sample you can copy onto plain paper. It is not a KWSC form. If the counter gives you their form, use that form and keep this as your checklist. Fill every blank. Leave the consumer number in the grouped form printed on the bill, and also write it as one letter plus the digits.

Where the file goes

KWSC’s public site is for the bill, a complaint, a new connection, and a tanker. There is no self-service button there that replaces the name on the consumer record. The update is made on the file at the office.

File it at the office that already holds that consumer number:

  1. The zonal customer or revenue center for the town on the bill. Street addresses and phone numbers are in the KWSB head office and zonal directory.
  2. For a wrong name or a wrong plot size, the Revenue Department at KWSC Central Office, Block 9, Scheme 1, Karsaz, as listed in the complaint-number guide.

Call before you travel if you do not know which counter has the file. The same guide lists the 24-hour helpline 1339, the WhatsApp desk +92 313 2221339, and info@kwsc.gos.pk. KWSC’s own contact page gives the headquarters UAN 021-111-597-200 and the head office at 9th Mile, Karsaz, Main Shahrah-e-Faisal, Karachi. The KWSC contact page is the page to check if a number has changed.

Ask for a diary number or a receiving stamp on your photocopy. A file with no number is difficult to trace on a later visit.

Hand the papers to that office. A person who offers to “fix the name today” for cash, outside the counter, is not the application. Send CNIC copies only to the official desk. The WhatsApp number above is the one printed in the helpline guide. A different number is not that desk.

What to keep, and what the next bill should show

Keep a full photocopy, the receiving number, and the paid receipt. When you call 1339, give them the consumer number and the diary number.

KWSC does not publish one turnaround time for every name correction. Ask the desk, on the day you file, when the record should be updated, and what you should bring if the next bill is unchanged.

When they tell you the record is updated, open the bill again on the KWSB bill page. The name on that duplicate is the name the next bill will use. The consumer number stays. Any unpaid amount that was on the connection is still on the connection, unless KWSC has given you a written adjustment.

An email alert sends the bill KWSC issues. Once the record carries the new name, that is the name on the alert. You can turn the alert on from the same bill page.

What stays the same

ItemAfter a name correction
Consumer numberStays with the connection. Use it for the next bill and for payment.
Address on the billStays, unless you also asked for an address correction and the office accepted it.
ArrearsStay on the connection until they are paid, or until KWSC adjusts them in writing.
Water timing in your areaUnchanged. Supply hours are the area roster, not a field on the name.
Electricity and gasSeparate accounts. Power in Karachi is K-Electric. Gas is SSGC. Each has its own name-correction desk.

If the next bill is unchanged

Go back to the same office with the diary number, your CNIC, and the new bill that still shows the old name. Ask which page is missing, and ask them to note that on the file.

A file usually sits for one of these reasons: the CNIC and the bill name do not match and no ownership paper was attached, the person currently named has not signed a no-objection, the arrears are still open, or the file went to the wrong town. The zonal directory is the way to find the town office again.

A dry tap, dirty water, or a tanker is a different complaint. Log supply and sewer problems on 1339, and book an official tanker through the tanker booking guide. Those requests do not change the name on the bill.

Frequently asked questions

Can BillHelp.pk change the name on my KWSC bill?

No. BillHelp.pk shows the bill KWSC has issued. The name changes when KWSC updates the consumer record. The link to send a relative is this guide, plus the bill page so they can see the name that is printed today.

The bill shows a completely different person. Is that a spelling correction?

Treat it as a transfer. Two different full names are two people, and the office will not treat that as a spelling mistake. Take the ownership or heirship papers, and a no-objection from the person currently named when that person is alive.

Will KWSC give me a new consumer number?

A name correction on an existing connection keeps the same consumer number. A new number belongs to a new connection, which is a different application.

Can I apply online?

You can view the bill online, and you can log a complaint on the KWSC site or the KWSC app. The name on the billing record is still changed on the consumer file at the revenue or zonal office. Keep any complaint number they give you, and still take the papers to the counter named above.

Do I have to pay the old bills first?

Often, yes. Ask when you file. The dues are tied to the connection. Clearing them is done by paying the water bill. That payment is not the name change.

How long will the new name take to appear?

There is no single public deadline. The date that matters is the one the receiving office gives you with the diary number. Check the next bill on the bill page. If the old name is still there, return with the diary number.

Can a tenant apply?

A tenant can sometimes submit the file with the owner’s written permission and the owner’s papers. The new-connection guide describes the same rule for a rented property. Ask the counter before you file a rented connection in the tenant’s name.
